Three men have been injured and one has been taken to hospital after scaffolding boards snapped at Clock Tower construction site in Camperdown Street, Dundee.
Emergency services where called to the scene at 3.12pm yesterday.
A worker at the development said the scaffolding boards snapped and a man fell from the top floor to the first floor.
He continued: "One fell off the scaffolding. One fell another floor, but managed to hold on and pull himself up."
Health and safety officers had visited the site a few months a go.
The developers Unicorn Property Group said emergency procedures were acted on immediately and a thorough investigation will be carried out.
"Our thoughts are with him and his family," a spokesman said.
The Clock Tower warehouse was built in 1877 and is being converted into flats.
