Aberdeenshire Council is inviting feedback on proposed changes to its Council Tax approach for long‑term empty properties and second homes, with new mitigations being considered alongside a premium due to take effect on 1 September.
From 1 September this year, owners of homes left empty for more than a year will face a 200% Council Tax premium aimed at bringing properties back into use. Acknowledging that some owners are trying to sell, let or move back into empty homes, the council is looking at extending the period before the premium applies from 12 months to up to 24 months for those who can show they are actively working to return the property to occupation.
Other options under consideration include a 12‑month deferment where an empty property has been inherited, and up to 12 months’ deferment in certain exceptional circumstances. Proposed exemptions from the 200% premium would apply where a person’s main residence is empty because they are required to live elsewhere due to military service, to provide essential health care services, or for specified work‑related reasons.
The draft policy is now available for public review and comment before any decisions are made. A survey and supporting information can be accessed on the council’s Engage platform at engage.aberdeenshire.gov.uk/long-term-empty-properties-and-second-homes.
