Border sheltered housing plans are in jeopardy due to fears over flooding.
The Scottish Environment Protection Agency (Sepa) has objected to the construction of 46 apartments at a former caravan storage yard on a flood plain in Galashiels.
A report to Scottish Borders Council says it has not been demonstrated that the development would not be at risk of flooding.
Developers McCarthy and Stone said that by raising the floor levels on the building they could remove it from the flood plain.
However Sepa recommended the plans for refusal as the development could also "materially increase" the flood risk in other properties in the Huddersfield Street area.
The council's planning committee will discuss objections to the scheme further on April 14.
