Fife Council has signed off its Strategic Housing Investment Plan (SHIP) for 2026–2031, setting out plans to address housing need and deliver high-quality, energy-efficient homes across Fife.
Updated annually and submitted to the Scottish Government, the five-year plan prioritises proposed investment in affordable housing. It underscores Fife's response to the housing emergency and supports the Local Housing Strategy's goals to end homelessness, provide more homes in the right locations, and ensure properties are warm, low-carbon and suitable for everyone.
The SHIP outlines investment priorities over the period to underpin bids for funding that will help subsidise overall development costs.
Key points include:
- 2,640 potential new affordable homes across Fife between 2026 and 2031, exceeding identified need by 635 homes.
- 92% of the homes intended for social rent, with the remainder offered at mid-market rent.
- 32% of all new homes designed for specific needs, including wheelchair-accessible properties and housing for older people.
- Continued partnership working with the Fife Housing Association Alliance (FHAA) to maximise delivery.
- A strong emphasis on energy efficiency and zero-carbon heating systems, supporting Fife's Climate Change Plan and helping to reduce fuel poverty.

The SHIP for 2026–2031 will guide funding bids to the Scottish Government and shape delivery through Fife’s Affordable Housing Programme. Individual projects will be subject to committee approval and community engagement.
