Refurbishment of the Pomarium multi-storey flats in Perth is running ahead of schedule, with completion expected by June 2026 before the programme moves on to Lickley Court.
Perth & Kinross Council says the large-scale upgrade at Pomarium is part of a wider programme of structural maintenance across all Council-owned multi-storey blocks in Perth. The works are designed to keep the buildings wind and watertight, warm, damp-free and secure, extending their lifespan so they can continue to provide quality homes for residents in the years ahead.
The multi-year scheme covers internal and external improvements at Pomarium, Market, Milne, Lickley and Potterhill Courts. Planned activity includes new roof coverings, enhanced external wall insulation, upgrades to balconies, handrails and walkways, balustrade replacements, passenger lift improvements and strengthened fire safety measures — collectively modernising both the look and performance of each block.
The Council is delivering the programme in phases. Works are currently under way at 7–51 and 52–95 Pomarium Street. Once Pomarium is finished — expected by June 2026 — the programme will move to Lickley Court, followed by Milne and Market Courts, with Potterhill scheduled last.
Since work began in October at 7–51 Pomarium Street, the project team reports the following progress:
- All old external wall insulation has been removed, with installation of new insulation under way
- Defective render has been removed and replaced
- About 85% of the roof has been stripped and 40% re‑insulated
- New front balcony railings have been fully installed
- New staircase windows have been fitted
- Asbestos and electrical surveys have been completed
At 52–95 Pomarium Street, scaffolding and hoists are in place, external insulation stripping has started, and roof works are advancing well.
Ahead of construction, the Council undertook extensive engagement with residents and homeowners. Homeowners are required to contribute their share of the improvement costs, and support has been made available — including the option to sell their property to the Council and become a Council tenant if they prefer.
So far, the Council has purchased 17 properties, with a further five acquisitions in progress.
Preparations for the next phase at Market, Milne and Lickley Courts are already under way. New passenger lifts are being manufactured and are expected to arrive in January 2026, with installation due to begin from February 2026.
Housing and Social Wellbeing Convener, Councillor Tom McEwan, said: "This programme represents a major investment by the Council and is vital to ensuring our multi‑storey blocks remain safe, warm and secure for current and future residents.
"The work is transforming these buildings inside and out and will greatly improve the living environment for residents and the wider community.
"I am very pleased with progress so far and look forward to seeing the results at Pomarium next year when the scaffolding comes down, before works move on to Market, Milne and Lickley Courts."
