The first phase of a major masterplan development in Dunvegan, Isle of Skye, has been completed with the construction and opening of a new access road. The road was delivered by The Highland Council’s in-house roads team at an approximate cost of £2 million, 600 thousand ($\text{\textsterling}2.6\text{M}$).
Construction work on the access road began in January 2025. Its completion now unlocks the wider development which was conceived through a place-based masterplan developed by the Council in partnership with Lochalsh & Skye Housing Association.
The overall masterplan comprises several construction and development elements:
• New Build Primary School: A new primary school facility.
• Housing: Development of adjacent land for new housing.
• Sports Pitch: A site allocated for a new community sports pitch.
• Access Road: The recently completed upgraded access road serving the entire site.
Progress is continuing on the new primary school building, which is designed based on Passivhaus principles to deliver a sustainable, low-carbon learning environment. A planning application has been submitted to address the final details related to the school element of the masterplan, and the building is programmed for completion by the end of 2027.
The Council has also announced that it is moving to enter a pre-construction agreement with Morgan Sindall, following their appointment as the preferred contractor for the new Broadford Primary School building. The Dunvegan school project is expected to benefit from this, as the Council anticipates the coordinated approach could "deliver cost benefits and economies of scale by delivering two major school projects in tandem on Skye".
Councillor John Finlayson, Chair of Education Committee and Skye & Raasay, welcomed the progress: "It is good to see the new access road now completed as the first phase of this ambitious masterplan for the Dunvegan community.
"Progressing the pre-construction agreement with Morgan Sindall is very welcome news following their recent appointment to take forward the Broadford project, and it is anticipated that this approach could deliver cost benefits and economies of scale by delivering two major school projects in tandem on Skye.
"This is an exciting time for both the Dunvegan and Broadford communities and it is good to see continuing progress on both projects."
