West Lothian Council has announced its commitment to a national campaign aimed at reducing the number of privately-owned properties that have been vacant for six months or more. This effort aligns with the vision of the Scottish Empty Homes Partnership and Shelter Scotland, working in conjunction with local authorities across the country.
Bringing empty homes back into use is seen as crucial for increasing housing supply, enhancing community safety, and contributing to local regeneration. Recognising that various factors can lead to a property remaining vacant for an extended period, the Council is emphasising the availability of comprehensive support and guidance for homeowners.
Owners of empty properties are encouraged to contact West Lothian Council's Empty Homes Officer. This dedicated officer can provide tailored advice on options such as letting, selling, or re-occupying the property. Support also includes information on Merchant Discount Schemes, VAT reclaims for renovation projects on long-term empty homes, guidance on becoming a landlord, and details on Council Tax exemptions and levies. The officer can also connect owners with potential purchasers through the Scottish Empty Homes Partnership Matchmaker scheme. Furthermore, properties previously owned by West Lothian Council or Livingston Development Corporation may be eligible for purchase by the Council under its Open Market Acquisition Scheme for social housing stock.
A West Lothian Council spokesperson stated: "While the council continues to work to reduce void council properties, it is equally important that support and advice is provided that will also reduce the number of private homes not being lived in. If a home gets 'stuck' as an empty, the council can play a role in helping to fix the problem."
Residents concerned about an empty property in their neighbourhood are also encouraged to report it to the Empty Homes Officer, providing as much detail as possible.
