Glasgow City Council's Affordable Housing Supply Programme (AHSP) facilitated the completion of over 1,000 new affordable homes in the city during the past year, despite facing budgetary reductions at the start of the financial year.
The initial grant of £78.687 million from the Scottish Government was later increased by £11.544 million for Strategic Acquisitions and a further £3.825 million, bringing the total budget to £94.056 million.
During the 2024/25 financial year, 446 affordable homes were approved, construction began on 727 properties, and 1,011 homes were completed. While the completion target for the year was surpassed, the targets for approvals and starts were narrowly missed. This shortfall was largely attributed to a 23% budget cut at the beginning of the financial year, which necessitated the postponement of some planned schemes. Notably, over 99% of the homes approved for development will be for social rent.
Key developments and phases of developments completed in 2024/25 include projects at the former Victoria Hospital (Sanctuary Housing Association), Calton Village Phase 1 (Wheatley Homes Glasgow), Connal Street in Dalmarnock (Thenue HA), Shandwick Street in Easterhouse (Wheatley Homes Glasgow), Water Row Phase 1 (Govan HA), and Dundashill (West of Scotland HA).
The Strategic Acquisitions programme enabled housing associations to acquire 100 properties specifically for homeless families. Additionally, works were undertaken on 70 vacant or empty properties to bring them back into use for letting.
The AHSP also provided funding for over 1,200 medical adaptations to properties managed by housing associations, allowing residents to remain in their suitably adapted homes.
Councillor Ruairi Kelly, Convener for Housing and Development at Glasgow City Council, expressed his satisfaction with the progress made. "I am pleased to say that the council has helped deliver more than 1,000 affordable homes in Glasgow in the past year. This has been achieved despite reduced budgets and continued construction inflation," he said. "Given that we are in a Housing Emergency, it is more important than ever that we increase the supply of new, high-quality affordable homes in the city. We have done this through successful partnership working with our colleagues in the sector, most notably with the network of housing associations across Glasgow."
