Multi-Million Pound Investment For Moray Regeneration

Moray Council and its partners are driving forward an ambitious regeneration programme to transform the region's economy, infrastructure, and communities.
Supported by significant funding from the Moray Growth Deal, the UK Government's Levelling Up Fund, and local initiatives such as the Elgin Long Term Town Plan and Town Centre Improvement Plans, the council is delivering a range of projects across the region.
The Moray Growth Deal, a £100 million partnership between the UK and Scottish Governments and Moray Council, is funding key projects in sectors such as education, tourism, and manufacturing.
Key projects include:
• Bus Revolution: Improving public transport connectivity in rural areas.
• Business Enterprise Hub: Providing a collaborative space for business innovation and education.
• Cultural Quarter: Transforming cultural attractions with a £22.1 million investment.
• Digital Health: Supporting the remobilisation of health and care services.
• Early Years STEM: Enhancing STEM education facilities and training.
• Housing Mix Delivery: Supporting the delivery of affordable housing across the region.
• Manufacturing Innovation Centre Moray (MICM): Providing support and advice to local manufacturers.
The UK Government's Levelling Up Fund has allocated £18.3 million to Moray, supporting projects such as:
• South Street regeneration: Delivering a Business Enterprise Hub, affordable housing, and retail units.
• Cooper Park redevelopment: Enhancing the park with accessible walkways, a revived pond, and improved facilities.
• Sawmill site development: Addressing flooding and access constraints at the former Sawmill site.
• Gordon Arms Hotel redevelopment: Creating a creative arts centre and pop-up retail and office space.
• Town centre traffic control measures: Improving safety for pedestrians and cyclists.
• Creation of an active travel link: Connecting the A96 to Edgar Road through the town centre.
The Elgin Long Term Town Plan aims to deliver £20m of endowment-style funding over 10 years to address key issues such as safety, security, transport, and community regeneration.
"At a time when economic challenges may seem like the only news there is, it's important to recognise the significant progress we're making in regenerating the region," said Councillor Kathleen Robertson, Moray Council Leader. "These projects will breathe new life and create opportunities throughout the whole of Moray."
"These projects reflect our commitment to ensuring Elgin, and Moray as a whole, remains a dynamic and attractive place to live, work, and visit," added Elgin BID Manager, Angela Norrie.
"By investing in our town’s heritage, connectivity, and economy, we are collectively driving forward a vision that will secure long-term prosperity for Elgin and the wider region."
