The Scottish Environment Protection Agency (SEPA) is seeking feedback from businesses, organisations, and individuals on proposed changes to how environmental activities are regulated in Scotland.
The consultation focuses on two key areas: public participation and the 'Fit and Proper Person Test'.
• Public Participation Statement (PPS): This consultation proposes updates to how and when applicants for environmental permits must consult with the public. The goal is to ensure early public involvement in the permitting process.
• "Who Can Hold an Authorisation: 'In Control' and 'Fit and Proper Person' Tests": This consultation proposes strengthening safeguards by considering both environmental and non-environmental criminal convictions when assessing an applicant's suitability to hold a permit.
SEPA is encouraging public participation in the consultation process, which will remain open until 30 March, 2025. The full details and how to submit feedback can be found on SEPA's consultation hub.
SEPA is also hosting a series of online information sessions for those interested in learning more about the proposed changes. These sessions are scheduled for:
• Tuesday, February 4th, 2025, from 2-3 PM
• Thursday, February 20th, 2025, from 9:30-10:30 AM

These consultations are part of SEPA's broader effort to modernize environmental regulation in Scotland. The goal is to create a system that is fair, proportionate, and transparent, while supporting businesses and communities in meeting their environmental obligations.
