Councillors are set to consider adding three further housing schemes, delivering 95 affordable homes, to Dumfries and Galloway’s Strategic Housing Investment Plan (SHIP) for 2026 when the Economy and Infrastructure Committee meets on Tuesday 3 November.
The Stranraer proposal would deliver 77 new social rented homes at Spring Bank Road, including larger family properties and wheelchair-adapted accommodation.
In Moffat, 17 Mid-Market Rent homes are planned at Mote Field, to be secured through a Section 75 planning obligation as part of a wider private development.
A third project would bring the former police station at 87 High Street, Kirkcudbright, back into use. Registered charity Resonate: Creating Communities aims to redevelop the property to create one social rented home for up to four occupants, supported by South of Scotland Community Housing.
Together, the three schemes would add 95 affordable homes to the SHIP programme and broaden the range of housing being progressed across different parts of the region.
The Stranraer and Moffat developments represent an estimated £30.3m investment in affordable housing, with an indicative requirement of £12m from the Affordable Housing Supply Programme. These figures remain subject to project development, detailed appraisal and Scottish Government approval.
The Scottish Government has allocated £94.54m through its Affordable Housing Supply Programme for Dumfries and Galloway between 2026/27 and 2029/30 to support priorities identified through SHIP.
Chair of the council’s Economy and Infrastructure Committee, Cllr Andy Ferguson, said: "Increasing the supply and choice of affordable housing is hugely important for communities across Dumfries and Galloway. These proposals span different parts of our region and different housing needs, from family and accessible social rented homes in Stranraer to mid-market rent in Moffat and the reuse of an existing building in Kirkcudbright.
"The committee will be asked to consider adding all three projects to our investment programme, creating the potential for 95 more affordable homes for our communities."
Cllr. Tony Berretti, Vice-Chair of the committee, said: "Good-quality, affordable housing is fundamental to thriving communities. What's particularly welcome here is the range of projects being brought forward, from a major development in Stranraer to a small community-led proposal, which would give a vacant building in Kirkcudbright a productive new use.
"Bringing forward projects of different types and scales gives us more opportunities to meet housing needs in communities across the whole region."
