Scotland's leading public sector framework provider has opened bidding for a £900 million Refurbishment and Modernisation programme aimed at delivering urgent and planned works across housing and public buildings.
The Scottish Procurement Alliance's Refurbishment and Modernisation framework (RM4S) is designed to provide a clear route to market for refurbishment, modernisation, maintenance and improvement projects, helping public bodies to improve the condition, safety, quality and performance of existing assets.
RM4S is an update to the previous RM3 arrangement and adds five new workstreams to broaden scope and improve delivery. These additions are intended to help organisations manage rising pressures on ageing housing stock and other public buildings.
The new workstreams cover damp and mould remediation, aids and adaptations, kitchen supply, stoneworks and reactive repairs. They are targeted at critical challenges, enabling timely interventions that support safe, modern living standards across Scotland.
Lesley Peaty, Regional Director for SPA, said: "RM4 responds to market concerns, priorities and emerging government guidance for the public sector in Scotland. It supports both housing and building needs and has been shaped by feedback gathered through extensive market engagement to create a solution which forms part of a comprehensive asset management strategy. “This framework ensures that the right solutions, delivered by qualified contractors, are in place to address the immediate and longer-term challenges facing Scotland’s housing and building assets."
SPA is inviting applications from contractors for general refurbishment activity, including decorators, electricians and joiners, as well as from specialists aligned to the new workstreams such as stonemasons, damp and mould experts, grounds maintenance and external works providers.
