A critical programme to safeguard the A98 Banff Bridge from scour has been completed, delivering long-term protection for the historic crossing following a nine-month construction effort by Story Contracting on behalf of Aberdeenshire Council.
Designed by John Smeaton and opened in 1779, the Category A-listed structure required essential measures to protect six piers and both abutments as river levels rise and climate-related pressures intensify. The works secure the bridge's long-term integrity after it was previously identified as being at risk.
Delivered in two phases, the project included the creation of a 250-metre cofferdam to divert river flows and provide safe access for in-river activities.
Working within the River Deveron posed significant technical and environmental challenges, demanding meticulous planning, robust environmental mitigation and close collaboration throughout delivery.
Activities comprised the removal of unstable material, preparation of the riverbed and installation of a comprehensive scour protection system. More than 2,900 rock mattress units were installed and fixed with over 3,600 anchors, while 280 sheet piles were used to construct the cofferdam. The works were carefully sequenced to manage river flow, minimise ecological impact and maintain safety in a live water environment.
Regular ecological monitoring and continuous engagement with stakeholders ensured full compliance at every stage. Environmental protection remained central to the approach, with specific measures to safeguard fish habitats and protected species.
The project recorded an exemplary health and safety performance, with zero accidents or incidents, reflecting a strong safety culture supported by frequent briefings, proactive hazard reporting and rigorous risk management.
Completion was marked by an on-site event at Banff Bridge, attended by representatives from Aberdeenshire Council, Story Contracting, design consultants Amey and the wider delivery team.
Cllr Alan Turner, chair of the council's Infrastructure Services Committee, said: "We are delighted to confirm the completion of this important Banff Bridge scour protection scheme. This innovative approach to scour protection, utilising rock-filled mattresses with driven ground anchors, will serve to protect this valuable council asset from scour risk for decades. Story Contracting overcame some considerable challenges in the delivery of this project and their commitment and the council's significant financial investment has ensured we can maintain a vital and valuable transport link for the people of Aberdeenshire and the north-east."
James O'Sullivan, senior project manager, Story Scotland, added: "We are delighted to have been involved in the A98 Banff Bridge Scour Protection Scheme, working closely with Aberdeenshire Council on behalf of the people of Banff and the surrounding area.
Throughout the project, we navigated significant technical and environmental challenges associated with carrying out highly intrusive works in the River Deveron. By working collaboratively with Aberdeenshire Council, our supply chain and stakeholders, we have successfully delivered this vital project, providing scour protection to this incredible structure for the next 100 years."
Alongside construction, the Story team focused on community benefits, generating more than £35,000 in monetised social value through local work placements, on-site STEM engagement, litter picks and beach cleans, and by supporting local initiatives and donations with supply chain partners.
