The ambitious Stranraer Marina Expansion project has reached a critical milestone, with Dumfries and Galloway Council confirming the submission of the Full Business Case to the Borderlands Inclusive Growth Deal. Following a council agreement in December 2025 to fund and advance the project, the plans are now awaiting final scrutiny from the UK and Scottish Governments.

A final decision from the Borderlands Partnership Board is expected on 11 March 2026. Should the board grant approval, the council intends to award the construction contract by the end of March, allowing work to commence on-site in the spring of 2026.

The expansion is designed to position Stranraer as a premier marine leisure destination. Key technical and infrastructure improvements include:

• Capacity Increase: Expanding the facility to accommodate more than 230 vessels.

• Infrastructure Upgrades: Essential repairs to existing quay walls and enhanced wave and breakwater protection.

• New Facilities: Dedicated spaces for HM Coastguard and the Solway Coast and Marine Project (SCAMP), alongside improved shoreside amenities.

• Community Integration: Integration with the "One Waterfront" vision, including a Water Sports Hub and public realm improvements.

Economically, the project is forecast to attract an additional 20,000 visitors to the town annually, contributing an estimated £35 million to the local economy. The development is expected to create 30 permanent roles, support 180 construction jobs, and catalyse approximately £8 million in further regeneration over its first five years.

Councillor Stephen Thompson, Leader of Dumfries and Galloway Council, said: "Stranraer Marina Expansion is a transformational investment for the town and wider region. The project has undergone extensive design, engineering and financial scrutiny. It represents an ambitious opportunity to deliver high quality and significant regeneration.

"Subject to UK and Scottish Government scrutiny and the decision of the Borderlands Partnership Board on 11 March, this development will be central to supporting Stranraer's visitor economy, local jobs and creating a waterfront that the community can be proud of."

The marina has already become a focal point for major regional events, including the Stranraer Oyster Festival and the SkiffieWorlds, a reputation this expansion aims to solidify. While total project costs remain commercially confidential until the March 11 decision, the investment is seen as a cornerstone of the region's long-term growth strategy.
