Eleven Scottish businesses are among 20 firms appointed to a major new roofing framework, opening up an estimated £80 million in public sector contracts over the next four years.
The Roofing Systems and Associated Works (RS5) framework, launched by the Scottish Procurement Alliance (SPA), will facilitate critical repairs and energy-efficiency upgrades for public buildings across Scotland, including schools, community centres, and social housing. The initiative replaces the previous RS4 framework and will run until October 2029.
This new iteration introduces a "hybrid" model, splitting the framework into two distinct sections: RS5C for approved contractors and RS5M for quality-assured manufacturers. This structure is designed to give public sector clients greater confidence that installations meet high technical standards and are backed by full manufacturer warranties.
Lesley Peaty, Regional Director of the Scottish Procurement Alliance, said: "RS5 builds on the success of our previous Roofing System framework (RS4), but introduces a smarter and more flexible approach. By splitting it into two parts, one for contractors and one for manufacturers, we’ve created a hybrid model that gives clients added confidence.
“This not only raises the bar for compliance but also helps us support high-performing SMEs to drive long-term improvements in building performance and energy efficiency.”
Scope of Works The framework covers five specialist disciplines:
- Traditional flat roofing
- Liquid-applied systems
- Profiled metal roofing
- Pitched roofing
- Mixed roofing integrated solutions
Beyond basic repairs, the framework supports the Scottish Government's net-zero ambitions by allowing for the integration of solar technologies, roof lights, and high-performance insulation during refurbishments.
Successful Scottish Firms and Manufacturers The 11 Scottish-based firms appointed include:
• AC Whyte & Co
• Ailsa Building Contractors
• ATH-GHIN
• Central Roofing and Building Services
• Contract Building Services (Scotland)
• Faskin Group
• GMG Contractors
• Hugh LS McConnell
• Insulated Render Systems (Scotland)
• Marshall Construction
• Total Roofing Solutions and Building Services
The framework also features six independent manufacturers: Alumasc, Bauder, IKO, Langley, Proteus, and SIKA.
Community Impact As a not-for-profit, the SPA will reinvest surpluses from the RS5 framework into local communities through its Community Benefit Fund. Since 2017, this fund has distributed over £1.2 million, supporting nearly 40,000 people and generating nearly £6 million in social value.
