A group of 20 construction and roofing specialists, including 11 Scottish-based firms, has been selected to deliver major public sector projects over the next four years.
The appointment, made through the Scottish Procurement Alliance (SPA), represents an estimated £80 million in contracted value for the Scottish businesses involved.
The firms will be responsible for essential roofing works on public assets across Scotland and the UK, covering schools, hospitals, social housing, and community hubs. These projects are designed to ensure public buildings remain watertight, energy-efficient, and safe.
The works are delivered under the newly launched Roofing Systems and Associated Works (RS5) initiative, which is scheduled to run until 2029. This framework introduces a "hybrid model" that separates the procurement process into two distinct streams:
• RS5C: Approved contractors for installation and maintenance.
• RS5M: Quality-assured manufacturers to provide backed systems.
Lesley Peaty, Regional Director of the Scottish Procurement Alliance, commented: "RS5 builds on the success of our previous Roofing System framework (RS4), but introduces a smarter and more flexible approach. By splitting it into two parts, one for contractors and one for manufacturers, we've created a hybrid model that gives clients added confidence. Public sector organisations can now choose from approved contractors through RS5C and ensure the systems they're installing are backed by quality-assured manufacturers through RS5M."
The scope of the framework is comprehensive, covering traditional flat roofing, liquid-applied systems, profiled metal, pitched roofing, and mixed roofing. Services include full design, emergency repairs, and the integration of solar technologies to support national net-zero targets.
The appointed contractors are: AC Whyte & Co; Ailsa Building Contractors; ATH-GHIN; Blade Roofing; Central Roofing and Building Services; Contract Building Services (Scotland); Everlast Waterproofing; Faskin Group; GMG Contractors; Hugh LS McConnell; Insulated Render Systems (Scotland); John Flowers; M&J Group; Marshall Construction; Premier Roofing Systems; Roofing Advisors (UK); Roofing Technologies; Sennit Construction; Stoic Roofing & Construction; and Total Roofing Solutions and Building Services.
Additionally, six independent manufacturers have been appointed: Alumasc, Bauder, IKO, Langley, Proteus, and SIKA.
Beyond construction, the framework aims to generate significant social value. The SPA reinvests surpluses into the SPA Community Benefit Fund, which has distributed more than £1.2 million to local Scottish projects since 2017.
Lesley Peaty added: "Crucially, this framework will create real opportunities for local businesses and workers, from supporting supply chains here in Scotland to encouraging training and job creation wherever we can. We're really pleased to officially launch this framework and look forward to seeing the impact these contractors will make across the country."
