Scottish developer Cullross Living has announced early-stage proposals for a significant new residential development at Western Harbour, Edinburgh.
The project is situated on a site bounded by Western Harbour Way, Western Harbour Terrace, and Western Harbour Drive.
The development is part of the dedicated Cullross Living build-to-rent platform, which debuted in 2025 with the Newcraighall East project. This latest venture aims to bolster Scotland's emerging Build-to-Rent (BTR) sector by delivering approximately 212 new homes. The proposed mix includes one, two, and three-bedroom flats; two and three-bedroom colony flats; and larger four and five-bedroom townhouses.
Designed to be tenure-blind, the scheme will offer a combination of affordable and private rental units. Planned amenities include private gardens, green space, external communal areas, dedicated bicycle and refuse storage, and on-site car parking.
To engage with the local community before submitting a formal planning application in May or June 2026, the developer has scheduled two public consultation events. Both will be held at the Heart of Newhaven, 4-6 Main Street, Newhaven, Edinburgh, EH6 4HY, between 2 pm and 6 pm on the following dates:
• Thursday, 29th January 2026
• Wednesday, 18th February 2026
Attendees will have the opportunity to view exhibition boards, speak with the project team, and submit feedback. A dedicated website, www.western-harbour.com, has also been launched, with digital exhibition materials available from 9 am on the day of the first event. The feedback window will remain open until 16th March.
