Dundee's Bell Street Hub has officially reopened after a multi-million-pound refurbishment delivered by main contractor McLaughlin & Harvey.

Undertaken through the SCAPE Scotland framework, the year-long programme has transformed the former car park as part of Dundee City Council's wider regeneration. The project was supported by £14.4 million from the UK Government's Levelling Up Fund and £1.6 million from Transport Scotland's Active Travel Infrastructure Fund.

Key improvements include new electric vehicle charging points, a roof-mounted solar panel array and on-site battery storage.

The scheme also comprised a full mechanical and electrical upgrade, the addition of feature cladding and construction of ground-floor green travel facilities. Public realm around the hub has been enhanced with landscaping and new active travel routes, planned to integrate with future connections and development.

Parking is provided across four levels with EV bays, accessible bays and standard bays to suit a wide range of users.

McLaughlin & Harvey Construction Director Dougie McCusker joined Cllr Mark Flynn, Cllr Steven Rome and Claire Higson from Dundee City Council to mark the opening.

McCusker said: "We are delighted to be here today to mark the opening of Dundee's new Green Transport Hub. We are proud to be part of the regeneration of the Bell Street area and re-purposing the carpark into a 21st-century sustainable transport hub for the city centre."

Dundee City Council leader, Mark Flynn, also said: "I am delighted to see the first phase of the Bell Street Hub open to the public. While the facility will focus on the future of green transport in Dundee, it also plays an important role as a car park for the city centre for both commuters and shoppers."

City Growth and Infrastructure Convener Steven Rome, added: "This project represents an ambitious redevelopment of the car park into a pioneering hub which is designed to help change people's travel habits for the future."

The car parking areas of the hub will re-open on Monday 8th of December. The green travel facility, to be operated by Angus Cycle Hub CIC, is due to open in spring 2026 and will include:

- Bike and Wheeled Sports Skills Park

- Regional Bike Reuse Centre

- Public Bike Library & Leasing Scheme

- Cycle Shop & Servicing

- Secure Public Cycle Storage and Amenities: 150+ secure bike spaces.

- Cargo Bike and Ebike Hire
