Dumfries and Galloway Council has successfully secured £710,000 from the Scottish Government's Heat and Energy Efficient Scotland scheme to advance two pivotal projects identified in the Stranraer Place Plan. This substantial funding milestone is a significant step forward in the town's long-anticipated regeneration journey, following extensive community engagement and strategic planning.
The grant will support the early development of two priority projects: 'Town Centre Living,' which aims to create new residential and enterprise spaces in the heart of Stranraer, and the 'Dick's Hill Community Hub,' a new facility designed to serve and empower the local community.
Councillor Andy Ferguson, Chair of the council's Economy and Infrastructure Committee, highlighted the profound impact of this investment. “When the ferries left in 2011, there was a big hole left in Stranraer's heart. Jobs were lost, and spending in the town dropped dramatically. This funding is a turning point – it's the first real step in delivering on the hopes and ambitions of the people of Stranraer. This signals the unlocking of the £6 million funding announced by the Scottish Government in 2016 for the regeneration of Stranraer.”
These projects are the culmination of extensive public consultation and collaborative efforts through both the Borderlands Inclusive Growth Deal and the Place Programme, which identified Stranraer as one of five towns in Dumfries and Galloway eligible for capital support. The broader regeneration initiatives for Stranraer can draw upon £3 million from the Growth Deal and the £6 million committed from the Scottish Government.
Councillor Tony Berretti, Vice Chair of the Economy and Infrastructure Committee, praised the collaborative effort: “The creation of the Stranraer Place Plan and the emergence of the Town Team have been game-changers. This grant is a testament to the hard work of our communities, partner organisations, and council officers. We're still in the early stages, but this funding allows us to begin the vital planning and survey work needed to bring these projects to life.”
Preliminary reports and surveys for both projects are expected to commence over the summer, with subsequent development work to follow. The council has pledged to continue working closely with the Town Team and other partners to ensure that the projects are delivered in alignment with community needs and aspirations.
