Procurement Hub, an integral part of Places for People (PfP), has announced a significant two-year extension to its Major Projects Framework 2 (MPF2), ensuring its operation until 2028. This £4.2 billion framework, initially launched in 2022, has already made a substantial impact, generating over £300 million in social value and fostering hundreds of local jobs and apprenticeships.
The extension arrives at a critical time for the construction sector, with the recent introduction of the new National Procurement Policy Statement (NPPS) and the Procurement Act 2025 placing an increased emphasis on delivering tangible social and economic benefits. MPF2 stands as an accredited service specifically designed to assist organisations in meeting these evolving requirements.
Conceived to establish a more effective approach to building across the UK, MPF2 has facilitated a diverse range of construction projects spanning multiple sectors, including housing, healthcare, transport, and education. The framework is structured with three distinct regional lots, encompassing Scotland, England and Wales, and Northern Ireland. Its ambition is to be recognised as the most socially conscious, environmentally responsible, financially robust, and flexible procurement option available, offering comprehensive benefits to its users.
Following a rigorous procurement process ahead of its 2022 launch, Robertson Construction Group (Scotland), alongside Willmott Dixon Construction Ltd (England and Wales), and Farrans Construction (Northern Ireland), were appointed to MPF2.

Highlighting the group's specific achievements within the framework, Mr. Robertson added: "This impact is evident in the 12 high-quality projects we have completed since 2022, worth £321 million, achieving 99.5% local and SME spend, and generating £142.5 million in measurable social value. With the extension of MPF2, we look forward to continuing this momentum – delivering best value for our customers, supporting communities, and ensuring our projects create lasting benefits where they are needed most."

Designed to help the public sector build faster, smarter and fairer, the gold standard accreditation ensures construction projects not only meet high standards in efficiency and safety but also deliver long-term value and sustainable outcomes."
He further emphasised MPF2’s alignment with new governmental policies: "With the NPPS now requiring contracting authorities to focus on driving economic growth, delivering social and economic value and building commercial capacity when making procurement decisions, we can confidently say the MPF2 covers all these areas and more."
Beyond supporting clients, the framework's projects actively contribute to local communities through apprenticeships and job creation. All surplus fees generated by the framework are donated to charities, allocated to social value initiatives, or directly reinvested into the public sector. To date, 22 projects valued at £1.821 billion have been completed, with 73 currently in progress across the UK. Last year, the £4.2 billion framework earned the Gold Standard from Constructing Excellence, a notable achievement as Procurement Hub and PfP became the first social enterprise and non-governmental organisation, as well as the first UK housing provider, to receive this accreditation.
