D&G Council To Vote On £4.967m For Stranraer Marina Project

Councillors in Dumfries and Galloway are set to vote on approving additional funding to progress the Stranraer Marina project to its crucial Full Business Case (FBC) stage.

The project, a cornerstone of the Borderlands Inclusive Growth Deal, requires further investment to complete detailed design work and secure necessary approvals before construction can begin.

The total projected cost to reach this FBC milestone has now risen to £4.967 million, an increase from the previously approved £3.26 million. This additional funding is deemed essential to cover rising costs associated with in-depth design development, extensive ground investigation works, and professional fees, all of which are vital to ensure the project's robustness and deliverability.

Since the Borderlands Inclusive Growth Deal was signed in March 2021, significant inflation has impacted major infrastructure projects across the region. To address these widespread challenges, the Borderlands Partnership has proposed a 'deal reset ' with both the UK and Scottish Governments. This reset would involve a reallocation of funds to projects most affected by cost pressures, including a potential additional £4 million for the Stranraer Marina.

Dumfries and Galloway Council is required to fund these initial development costs, with the expectation that a portion will be recouped from government contributions once the FBC receives approval. The report presented to councillors underscores the necessity of this 'at-risk' spending to maintain the project's momentum and move towards the construction phase of what is anticipated to be a transformative development for Stranraer.

Councillor Katie Hagmann, Convener of Dumfries and Galloway Council, commented: "Stranraer Marina is an ambitious project of significant strategic importance for all of Dumfries and Galloway. It promises to be a catalyst for economic growth, tourism, and community regeneration in the west of our region."

Acknowledging the increased investment, Cllr Hagmann added: "The increase in upfront investment is notable however, it is a necessary step to ensure we have a meticulously planned and viable project. For the success of the project, we are undertaking rigorous due diligence before we commit to the full construction cost. The journey to this point has involved complex design and environmental considerations, which has understandably led to increased costs."

She concluded by reaffirming commitment to the project: "We will continue to work closely with our Borderlands partners to mitigate any financial pressures and are confident that this investment will pave the way for a successful project that will redefine Stranraer's waterfront and deliver a positive vision for both our communities and the whole region."
