Listed Building consent to convert the former Tay Hotel has been issued after Historic Scotland said it was now satisfied with the information it has been given on the project.
The consent means that one of the final remaining hurdles preventing redevelopment of the hotel into flats, an apartment hotel and a bar/restaurant has been overcome.
In 2008 Dundee City Council approved an application by MEC Services International, c/o Nicol Russell Studios, to re-use and convert the building, which sits on a prominent site at the corner of Whitehall Crescent and Dock Street.
Historic Scotland were involved in pre-application discussions about the proposed alterations and offered several comments on the proposals.
After the application for planning permission and an associated alteration to listed building application were approved in January 2008, formal consultation started with Historic Scotland.
The agency has now written to Dundee City Council saying that it is satisfied with the information it has been given and will not recommend that ministers call in the application for their consideration.
Discussions are already underway between Dundee City Council, the developers and its representatives with a view to completing a section 75 agreement that will prevent any of the proposed flats being used in the future as a house in multiple occupation.
When these negotiations have been successfully completed full planning permission will be issued.
Built in 1889 Tay Hotel is a category B listed building and forms an important landmark within the Central Conservation Area.
