Construction has begun on the first stage of the Bilbohall affordable housing project in Elgin.

The opening phase will deliver 28 affordable properties at the end of Edgar Road, comprising 16 one-bedroom cottage flats and 12 two-bedroom accessible apartments with balconies and lift access. Completion is expected in autumn 2027.

Part of the wider Bilbohall Masterplan, identified in the Moray Local Development Plan 2020 as a key area for Elgin's sustainable growth, the homes are being built by Ogilvie Construction for Moray Council, supported by the Scottish Government.

This phase also includes shared infrastructure to enable later stages across the site, including new roads and paths, electrical supply upgrades and drainage. In total, the Bilbohall site is planned to provide 215 homes over multiple phases. The next stage is set to feature proposals for supported housing for people with learning disabilities.

Councillor Amber Dunbar, Chair of Moray Council's Housing and Community Safety Committee, said: "Breaking ground at Bilbohall marks a significant milestone in meeting affordable housing needs in Elgin. The new homes will provide high-quality, accessible accommodation for local people while also paving the way for future development across the wider site."
