Pagabo Launches £4.15bn Infrastructure and Enabling Works Framework

Pagabo has initiated an open tender process for its most ambitious procurement vehicle to date: the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026. Set for a September launch, the framework carries an estimated value of £4.15bn and will operate for four years.

The new offering marks a strategic shift by combining the previous National Framework for Civils and Infrastructure with the National Framework for Demolition and Land Preparation. This merger aims to streamline the procurement process for public sector bodies, including local government, the NHS, education, and housing providers.

The framework is a product of a 10-year strategic delivery partnership between Pagabo and YPO. While YPO serves as the centralised procurement authority, Pagabo will act as the framework manager, overseeing the design, delivery, and ongoing management of the agreement.

David Llewellyn, construction and infrastructure director at Pagabo, stated: "Significant consideration has gone into the decision behind merging two of the existing frameworks that we manage. In doing so, we are able to streamline the procurement of important works covering civil engineering, infrastructure and enabling works, while ensuring the compliance, transparency and impactful delivery that our clients expect from us."

He added: "This open procedure is set to be a competitive opportunity for contractors across the UK, with the new procurement regulations and our own commitment to SME inclusion meaning that the very best quality businesses are able to deliver the public sector's infrastructure ambitions. From new roads and rail routes, through to brownfield regeneration and energy supply transformation, this latest framework is going to be a vital procurement offering in helping the UK create new infrastructure that will improve connectivity and economic prosperity."

The framework consists of 13 main lots, with geographical sub-lots covering England, Scotland, Wales, and Northern Ireland. The structure includes:

• Civils and Infrastructure: Dedicated lots for Collaborative Partners, Highways, Rail, Water and Environmental, Maritime, Energy, Aviation, Defence and Nuclear, and Rail Systems.

• Enabling Works: Dedicated lots for Collaborative Partners, Demolition, Remediation and Groundworks, and Full Enabling Works.

For several lots, the structure is further divided into value bands ranging from £0 to over £5m. Management of the framework will be handled via the "Pagabo+" digital platform, which centralises opportunity tracking, compliance, and performance reporting. Appointed contractors will also have access to the Sypro contract management system and the Loop social value platform.

The deadline for tender submissions is 12:00pm on 12 June 2026. Detailed information is available via the Pagabo procurement portal.
