The Construction Industry Training Board (CITB) has today released its Industry Picture 2026, a comprehensive body of evidence examining the deepening skills crisis within the UK construction sector.
The report warns that a "business as usual" approach is no longer viable, and failure to address the workforce shortfall will lead to the cancellation or delay of vital homes and infrastructure projects across the country.
Beyond societal impacts, the CITB highlights significant economic repercussions. A widening gap limits the total volume of work that can be delivered while simultaneously driving up tender prices as firms are forced to compete for a dwindling pool of skilled labour.
Four Critical Challenges Facing the Industry
The Industry Picture 2026 identifies a quartet of interconnected themes that are currently undermining the sector's stability:
• Fewer people are available to enter the industry due to shifting demographics.
• Demand for construction skills is outstripping the current supply at an accelerating rate.
• A high attrition rate sees too many experienced workers leaving the sector prematurely.
• Current productivity levels are insufficient to compensate for the shrinking workforce.
To combat these trends, the report calls for a "once-in-a-generation" collaborative effort between the Government, employers, and training providers. Key recommendations include making construction a more attractive career path for a diverse range of applicants, better aligning vocational training with real-world job opportunities, and implementing more flexible working practices to retain talent.
A Call for Unified Action
Marcus Bennett, CITB Head of Industry Analysis & Forecasting, emphasised the urgency of the situation: "Construction is central to the UK's economic future, yet the industry faces a workforce challenge that is becoming more pressing each year. Not enough people are entering the industry, too many experienced workers are leaving, and productivity has not improved at a sufficient rate to plug the gap."
He added: "The evidence is undeniable: a cross-industry solution is the only option to solve the workforce challenge. We hope this report will inspire Government departments to work together and more effectively with training providers and industry to think differently."
The CITB intends to use the findings of the 2026 report to shape its own future strategy, focusing on high-impact training and ensuring that funding is targeted where the industry needs it most.
