Scottish Borders Council To Consider £33m Care Village Investment

Scottish Borders Council will review a progress report on its Care Village programme, which proposes a combined capital investment of £32.97 million.

The initiative is a cornerstone of the local authority's long-term strategy to modernise residential and nursing care and ensure facilities across the region meet contemporary standards.

The report recommends the commencement of main construction works for the new Tweedbank Care Village and the phased refurbishment of Deanfield Care Home in Hawick. These proposals follow extensive market testing, statutory planning, and design development.

Tweedbank Care Village At Tweedbank, all preparatory stages—including community engagement and design development—are now complete. If the council grants approval, a Design Build Direct Agreement will be initiated. Construction is slated to begin in March 2026, with the total project cost estimated at £24.01 million.

Deanfield Care Home Refurbishment In Hawick, the council is seeking approval for an £8.7 million refurbishment of the existing Deanfield Care Home. The project aims to create a modern, 20-bed facility featuring larger en suite bedrooms and upgraded garden spaces designed to support residents with higher needs, including those living with dementia.

Council officers have collaborated with the Care Inspectorate throughout the design process to ensure the new layout meets all modern regulatory standards. A dedicated stakeholder engagement plan will also be launched to keep residents, staff, and families informed during the phased works.

It has been noted that separate work at the Stirches site, led by Eildon Housing Association for amenity and general housing, is being funded independently and does not form part of the Care Village programme budget.

Councillor David Parker, Executive Member for Integrated Care and Support Services, commented:

"These proposals represent a major step forward in ensuring high quality, modern and sustainable care provision for people across the Scottish Borders. The work undertaken to date—both in Tweedbank and Hawick—reflects close partnership working, detailed planning and a shared commitment to meeting the needs of our communities now and in the future."

He added: "We are now asking Elected Members to agree to the recommendations so that we can move forward without delay and deliver the high-quality care environments our residents and communities deserve."

Should the recommendations be approved, the Council will release further details regarding the construction timelines and the specific phasing of the Deanfield project.
