Major Wind Farm Plans Submitted For Glen Lednock

Renewable energy company Low Carbon has formally submitted a Section 36 application to the Scottish Government's Energy Consents Unit (ECU) for the proposed Glen Lednock Wind Farm, signalling a significant step forward for the substantial onshore development.

The planned wind farm, located approximately 8km north-west of Comrie, is designed to feature up to 19 wind turbines, each with a maximum tip height of 200 metres. If consented, the project is anticipated to have a total installed capacity of 117.8MW and generate around 342,600 MWh of electricity annually, enough to power more than 100,000 Scottish households.

This submission for Glen Lednock follows Low Carbon's recent Section 36 application for the High Brenfield Wind Farm. Combined, the two projects have the potential to add 180 MW of renewable energy capacity to the grid, contributing significantly to Scotland's climate change targets.

Craig Cunningham, Senior Project Development Manager at Low Carbon, commented on the milestone: "We are pleased to announce the submission of the Section 36 application for Glen Lednock Wind Farm. Today is a landmark moment for Low Carbon's wind portfolio as we submit one of our first Section 36 Onshore Wind Farm planning applications to the Scottish Government's Energy Consents Unit (ECU), underscoring our commitment to delivering a cleaner future for Scotland and the generations to come."

Mr Cunningham added that the Glen Lednock project is estimated to achieve carbon payback within just 1.4 years if consented, after which it would contribute positively to reducing carbon emissions. He also acknowledged the extensive public engagement that has shaped the final design. "The final design has been shaped by a significant amount of site survey work as well as extensive consultation with the local community, and I would like to take this opportunity to thank the local residents, community councils and other organisations that took time to attend our public exhibitions and other events over the past two years and shared their views with us."

Low Carbon has actively engaged with the communities of St. Fillans and Comrie since the project's public announcement in November 2023. The company is committed to adhering to Scottish Government guidance by providing a community benefit fund equivalent to £5,000 per MW of installed generating capacity annually. For Glen Lednock, this translates to approximately £589,000 per annum, or an estimated £23.6 million (at 2025 prices) for local communities over the proposed 40-year operational life of the wind farm.

The project is also expected to create significant opportunities for local businesses during the construction phase, with an estimated £25.3 million potentially flowing to companies involved in groundwork, landscaping, civil engineering, and construction.

Jackie Brierton MBE, Co-Chair of Perth and Kinross Business Partnership and Co-CEO of GrowBiz Scotland, underscored the potential wider benefits. "Glen Lednock Wind Farm can deliver transformational social, economic and environmental benefits to our region's communities and businesses," she stated. "This key energy infrastructure will bring direct jobs and supply chain opportunities for local businesses. It will also contribute to skills development, apprenticeships and employability, particularly for our young people and those who want to transition from more traditional industrial sectors."

Ms Brierton also highlighted the project's contribution to national and regional strategies concerning carbon reduction, energy security, a just transition to net-zero, and the development of more sustainable communities.

The full application, including an Environmental Impact Assessment (EIA) and supporting documents, is available for public viewing online at www.glenlednockwindfarm.co.uk and on the Scottish Government's Energy Consents website under application reference ECU00004966.

Physical copies of the EIA documentation can also be reviewed at Comrie Community Centre (The White Church) from Monday to Friday, 8 am to 1 pm, and at The Four Seasons Hotel, St. Fillans, from Monday to Friday, 9am to 5pm.

Low Carbon encourages all interested parties to participate in the consultation process. Representations can be submitted to Scottish Ministers via the Scottish Government Energy Consents Unit by email to representations@gov.scot or by post to Scottish Government Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU. Submissions should clearly identify the proposal and specify the grounds for representation. The consultation period is scheduled to close on Monday, 21st July 2025.
