A new study has highlighted the barriers and opportunities facing private sector developers in delivering much-needed housing in Scotland's town centres.
"Unlocking Town Centre Living: Insights From Private Sector Engagement', prepared by Architecture and Design Scotland and the Scottish Futures Trust, presents feedback from interviews with developers active in town centre housing projects.
The study emphasises the importance of strong leadership, collaboration, and a supportive policy environment to encourage private sector investment in town centre living.
Key findings include:
• Leadership and Collaboration: The need for strong, supportive, and engaged leadership across public and private agencies is crucial. A nationally aligned policy framework across Scottish councils is essential to increase developer confidence.
• Holistic Planning and Placemaking: Successful town centre living projects must integrate seamlessly with existing communities, providing access to essential services, well-designed public spaces, and a high quality of life.
• Funding and Resources: Creative funding models and the reduction of development levies and tax burdens are essential to attract private investment in town centre housing projects.
• Local Engagement and Partnership: Strong partnerships between developers, councils, and local communities are crucial for successful project delivery.
• Risk Mitigation: Addressing challenges such as complex planning processes and navigating local regulations is critical to reducing investment risk for developers.
"This growth, driven by increased partnerships between the private and public sector, as well as utilising the recognised value of design skills in the town centre context, can contribute to healthier, more sustainable and attractive town centres for Scotland’s communities," said Heather Claridge, director of design at Architecture and Design Scotland.
The study's findings will be presented at the Spring 2025 Town Centre Action Plan Forum, chaired by Minister for Employment and Investment Tom Arthur MSP and Councillor Gail McGregor, COSLA's Environment and Economy spokesperson.
This initiative aims to foster greater collaboration between the public and private sectors to unlock the potential of town centres and deliver high-quality, sustainable housing options for Scotland's communities.
