A Reporter has been appointed by the Scottish Government to examine the Local Development Plan (LDP) for Fife.
The official is to scrutinise issues raised by residents during the consultation period between October and December last year.
FIFEplan sets out how the region should be developed over a ten year period and outlines the future of housing, leisure, business and industrial development.
Councillor Lesley Laird said: "The examination is a critical stage in getting approval on the Local Development Plan for Fife, FIFEplan. Scottish Ministers will look at the plan and consider if any recommendations need taken on board, or changes made. Once we have received the report, and modified the plan, if needed, the Council can then adopt and implement it."
