Plans to improve the protection of homes and communities across Scotland from flooding are expected to be passed by the Scottish Parliament today.

Environment Minister Roseanna Cunningham will lead the debate which is expected to lead to the implementation of many 21st century flood risk management plans.

Ms Cunningham said: "This legislation is both timely and crucial. Last summer was one of the wettest on record with August recording double the level of average rainfall expected.

"It is predicted that climate change will bring an increased risk of flooding and we must act now to minimise the impact this could have on people, services, the environment and the economy."

The Bill will substantially improve Scotland's approach to tackling flooding, encourage agencies to work together, cut through red tape and ensure we manage land and water wisely.

The Scottish Parliament will debate the Flood Risk Management (Scotland) Bill in Holyrood today from 2.30pm.

Due to the anticipated length of the debate, final approval may not be made until Thursday 14 May.

The Flood Risk Management (Scotland) Bill introduces:

• A framework for coordination and cooperation between all organisations involved in flood risk management.
• Assessment of flood risk and preparation of flood risk management plans.
• New responsibilities for SEPA, Scottish water and local authority functions for flood risk management.
• A revised, streamlined process.
• New methods to enable stakeholders and the public to contribute to managing flood risk.
• A new single enforcement agency for the safe operation of Scotland's reservoirs.
