Developers Stewart Milne Homes, Dunecht Estates and Bancon Developments have joined forces to produce the proposal for 1,000 new homes in Stonehaven.
A school, a medical centre and a coastal country park could also be among the facilities provided in the £200m development, to be phased in over 12 years.
Councillors, MSPs and members of the community council have been briefed on the plans. The plan has also been unveiled to the public at a two-day exhibition.
The 200-acre site lies south of the town and will cover both sides of the A92 Stonehaven-Inverbervie road. Developers say the land, beginning just below Braehead Farm, will not include Dunnottar Woods. Other amenities listed in the plans include a new supermarket, office and business space and a new cemetery.
The partnership would also take responsibility for renovating the former maritime radio station, currently the focus of a campaign group. A coastal country park, including a visitor centre at Dunnottar Castle, would be designed to enhance the local environment and protect land from future development.
The developers commit to working closely with Aberdeenshire Council and heritage organisations over the design of the park.
The draft Aberdeen City and Shire structure plan identifies the Laurencekirk to Huntly corridor as a particular area for development within the next 20 years. It allocates an allowance of 6,000 new homes for the Portlethen-Stonehaven area.
