Homes for Scotland (HFS) has confirmed two senior promotions within its Executive Team, with David Raine becoming Head of Policy Development and David Petrie appointed Senior External Affairs Manager.

HFS Chief Executive Jane Wood said: "As the housing emergency continues and the home building sector faces significant regulatory and delivery challenges, these promotions recognise the valuable contributions David Raine and David Petrie make to HFS through their insight, expertise and commitment. Whilst our team has accomplished much, there remains a lot for us to do and I look forward to seeing both of them continue to make a positive impact in their new positions."

Setting out his priorities in the policy role, David Raine said: "With the latest housing starts and completions figures confirming a third consecutive year of decline in starts, there are fundamental challenges to overcome if Scotland is to exit from the housing emergency. Our work to set out proposals to the Scottish Government for improving the First Homes Fund, alongside representing members' concerns in response to the recent Building Safety Levy and Scottish Equivalent Standard consultations, are important examples of our efforts to address these challenges. I am proud to lead on this work on behalf of the sector."

Reflecting on his external affairs brief, David Petrie said: "I'm delighted to be progressing my career at HFS as Senior External Affairs Manager at such an important time for public affairs. With a new intake of MSPs and Local Authority elections taking place next year, there are significant opportunities to strengthen relationships across the political landscape. I look forward to building on our existing work to ensure our members' voices are heard clearly and consistently by our wide-ranging stakeholders."

The promotions were announced on 29 October 2026.
