Glasgow's blueprint to steer the city's regeneration and development ambitions over the next ten years has been officially revealed.
The new City Development Plan details proposals to open up land for more than 30,000 new homes, establish designated Economic Development Areas to boost employment, advance the regeneration of the city centre, and strengthen Glasgow's position as the core of Scotland's sole metropolitan area.
The Council's Economy, Housing, Transport and Regeneration Committee has given the green light to City Development Plan 2 (CDP2). The framework will next progress to the City Administration Committee for formal approval before being opened up to a public consultation process.
Councillor Ruairi Kelly, Convener for Development, Housing and Land Use at Glasgow City Council, noted that CDP2 is "vital for attracting investment and development and support the sectors which are key to Glasgow's continuing economic growth."
CDP2 establishes the long-term framework for the future utilization of Glasgow's land and infrastructure, guiding assessments on where development should be directed and ensuring the creation of quality, accessible, and welcoming locations throughout the city.
The framework identifies '36 Areas of Change' across Glasgow, aiming to free up land for over 30,000 homes. These will be focused along the River Clyde corridor, north and north-east Glasgow, alongside the repurposing of brownfield sites for housing and the creation of a River Park along the Clyde.
Furthermore, the strategy includes setting up Economic Development Areas to drive business innovation and growth. It outlines local town centre regeneration proposals for Drumchapel, Easterhouse, Shawlands, and Castlemilk, in addition to the City Centre, while maximizing the significant regeneration potential of the River Clyde corridor.
Priority areas for expansion within the city centre have also been identified by CDP2, running alongside planned improvements to active travel and public transport networks.
Councillor Kelly said: "The new City Development Plan is the roadmap for Glasgow's future, across the next decade and beyond. It's the blueprint for boosting our population, building tens of thousands of new homes, readying Glasgow for new employment opportunities, its status as the heart of Scotland's only metropolis and continuing our world-leading work on the climate emergency.
"Once this draft is approved by Glasgow City Council, we will be seeking input from communities and developers alike to make sure we have a plan that delivers for everyone in the city and prepares us for the decades to come."
Targeted sectors for economic growth under the plan include digital and tech, finance and business services, advanced manufacturing and innovation, space and satellite, life sciences, tourism, and the creative economy, including live music venues. These sectors are intended to complement the existing strengths of Glasgow's higher and further education institutions.
The city's architectural heritage will be protected and promoted via robust planning policies and guidance concerning listed buildings and Conservation Areas. CDP2 also features policies that encourage the reuse of underutilised buildings, particularly within the city centre.
To address the climate and biodiversity crises, the document includes policies and guidance designed to mitigate and adapt to climate change. It also shows how strategic land use planning can assist in tackling child and family poverty by championing 'local living' and active travel, ensuring communities enjoy localized access to employment, retail, green spaces, and social facilities.
