The National Federation of Roofing Contractors (NFRC) has welcomed the UK government's confirmation that rooftop solar photovoltaic (PV) panels will become the default for all new homes under the forthcoming Future Homes Standard.
The NFRC views this policy as a crucial step towards achieving the UK's net-zero targets and anticipates it will immediately reduce household energy bills. The organisation also acknowledged the practical flexibility within the regulations, recognising that not all roofs are suitable for solar panel installations.
However, the NFRC has stressed that the success of this measure hinges on solar systems being designed and installed by professionals who possess expertise in both PV technology and roofing. The federation highlighted a current concern that most solar installers lack specific roofing training, warning that substandard workmanship could jeopardise waterproofing, structural integrity, and fire safety. This could potentially leave homeowners with unsafe properties or facing expensive repairs.
To address these concerns, the NFRC is urging the government to implement several key measures:
• Embed clear, auditable industry competency standards for companies and individuals involved in installing PV systems on both new and existing roofs. This should include robust sign-off and hand-over procedures.
• Align these requirements with a documented warranty process to ensure transparent accountability for the long-term performance of the roof.
• Develop a standardised fire-test methodology to guarantee that PV arrays do not compromise a roof’s fire resistance.
• Mandate training in safe working at height to protect both installers and residents.
• Ensure competent roofing professionals with the necessary skills, knowledge, and experience assess roof coverings prior to any PV installation. This assessment should confirm that the installation will not compromise the longevity of the roofing system and identify any required repairs or maintenance beforehand.
