Twenty newly built homes have been handed over to Perth & Kinross Council at the new Kinloch Gardens development, located adjacent to Glenalmond Road in Rattray.
This project is a key component of the council's ongoing multi-million-pound new build housing programme, which has successfully delivered over 500 new Council homes for tenants since 2012.
The Rattray development, constructed by the Council's partner The Springfield Group, provides a mix of three-bedroom semi-detached homes, terraced two and three-bedroom homes, and semi-detached bungalows, offering high-quality accommodation for the new tenants.
Built to a high standard, the homes incorporate significant energy efficiency measures. These include solar panels, efficient heating systems, and quality insulation, all designed to help keep tenants' energy bills as low as possible and minimise the development's carbon footprint.
The total cost for the 20 houses amounted to almost £3.6 million. Perth & Kinross Council invested £2.54 million, with the Scottish Government contributing the remaining funding.
Councillor Tom McEwan, Housing and Social Wellbeing Convener, visited the Kinloch Gardens development today (Wednesday, 7 May 2025) and commented: "This is the third handover of brand-new Council homes we have seen so far in 2025, and it's fantastic to see these properties in Rattray completed. The properties will provide much-needed affordable accommodation for a wide range of different tenants in an area of high-demand for housing."
He explained the procurement approach: "We have bought these homes 'off-the-shelf' from the developer. Working with housing developers and buying new properties is just one of the many ways we provide new homes for affordable social rent for our tenants."
Councillor McEwan also highlighted the broader scope of the council's housing efforts: "Our own ambitious house building programme has delivered additional new homes for affordable social rent in towns and settlements right across the region, including Methven, Scone, Abernethy, Alyth, Inchture, Stanley, Blairgowrie, Meigle, Auchterarder, Balbeggie, Rattray and in many sites in Perth. This programme continues, and we are always looking for sites where more affordable Council housing can be built."
