North Lanarkshire Council has announced a £90.6 million investment in housing improvements for 2025/26, aimed at delivering warmer, safer, and more energy-efficient homes for tenants across the region. The Housing Revenue Account (HRA) Capital Programme will focus on a range of key upgrades.
Energy efficiency is a central priority, with plans to replace outdated heating systems with modern, energy-efficient solutions that could reduce fuel costs by up to 30%. The council also plans to install over 1,300 solar panel systems in 2025/26, contributing to their commitment to sustainable housing and reducing tenants' energy bills.
The programme will also include home modernisation, with a new initiative to replace kitchens and bathrooms in homes reaching their 20-year renewal cycle. Investments in loft insulation, external wall insulation, window and door replacements, and triple glazing will continue to improve energy efficiency and tackle fuel poverty.
Fire safety is another key focus, with the continued installation of sprinkler systems in high-rise buildings and the replacement of fire-rated doors in low-rise flats and sheltered housing complexes. Improvements to retirement housing complexes will also be carried out, including lift installations and accessibility enhancements.
Councillor Michael McPake, Convener of Housing, stated: "This major investment will make a real and lasting difference to our tenants, keeping their homes safer, warmer, and more energy efficient. We are committed to tackling fuel poverty, improving living standards, and delivering modern, sustainable housing that meets the needs of our communities. By prioritising key areas such as heating upgrades, insulation and fire safety, we are ensuring North Lanarkshire remains at the forefront of providing high-quality social housing."
The programme aligns with the council's long-term vision to improve housing conditions across North Lanarkshire and meet national standards, including EESSH2 (Energy Efficiency in Scottish Social Housing) and the upcoming Social Housing Net Zero Standard.
