Work is underway at the Cupar County Buildings development in Fife to convert the sites unused office space into housing.
The Scottish Government and council have invested over £3 million into the project.
The development will consist of eight one bedroom and ten two bedroom flats. An extension for the two bedrooms flats will be built at the back of the building.
The project is part of the councils wider affordable housing programme.
Heritage Lottery Fund (HLF) has provided £40,000 in grant support for this project as part of the Cupar Conservation Area Regeneration Scheme (CARS) and Townscape Heritage Initiative (THI), which is jointly funded by Historic Scotland and the HLF.
Councillor Judy Hamilton said: "This development is an important project for the Council. It allows us to provide much needed modern housing whilst restoring and preserving a key listed building in the Cupar conservation area."
