Fife Council's Executive Committee has granted Fife Employment Access Trust (FEAT) a 12-month exclusivity period to develop proposals for the long-term management of Silverburn Park.
The properties will be removed from the market for one year while FEAT develop a costed business plan as well as secure funding for the park's future.
The group aim to use Silverburn to help promote the well-being of individuals and the community. It is understood they have already started involving the community to ensure the plan delivers what the local people want.
Chair of Levenmouth Area Committee, Councillor Tom Adams explained: "This is not a done deal so there's no guarantee that FEAT will take over at Silverburn.
"But this shows that the council supports FEAT's vision for the property and, given the potential benefits to the community, we're willing to give them some time and space to work out what could be feasible."
Mr Adams added that the council needs to make sure that whoever is to take control of Silverburn, has a good chance of creating a lasting difference to the area.
Silverburn Park is situated on the main east coast and was given to Fife council by the Russell family on condition that it stays a quiet area used for the benefit of the public.
