Drive To Tackle Empty Properties In Fife

The growing number of derelict and run-down properties in Fife is to be addressed by the council in a new regeneration drive.

Grants of up to £5000 are being offered to property owners and tenants as an incentive to renovate properties in Leven, Buckhave and Methil.

The money will be used to refurbish property exteriors, carry out interior building work, market vacant properties as investment opportunities, help with legal costs associated with change of use or for the commission of architectural studies.

The Levenmouth area committee were told of the scheme at a monthly meeting in Buckhaven Community Centre on Wednesday.

A contribution of £25,000 was improved.

The council’s head of enterprise, planning and protective services, Keith Winter has said the average level of vacant units across Fife is at 15.13%

In Leven the figure has risen from 9.35% in April 2011 to 10.22% in 2012.

The main retail streets of Methil and Buckhaven have a vacancy rate of over 20%.

In April 2013 Holyrood is expected to change the rates relief available for empty, non-domestic property due to a rise in vacant and run down units across the country.

Vacant commercial properties currently receive 100% rates relief for the first three months and a 50% subsidy thereafter. In 2013-14 the discount available after three months is expected to drop to 10% to encourage owners to find occupiers for their premises.

Plans to help bring empty high street units into use were put forward by the minister for Local Government, Derek Mackay.

The 'Fresh Start' scheme is intended assist owners and landlords fill empty properties and encourage business start-ups by reducing business rates bills.
