An Official Statistics publication for Scotland reports that across the social and private sectors there were 17,268 new home completions and 14,955 starts in 2025–26. Compared with 2024–25, all-sector starts fell by 4% and completions by 10%.
In the private sector, 13,494 homes were completed and 11,018 started. Private completions were the lowest since 2017–18 (excluding 2020–21, when Covid-19 disrupted housebuilding), while starts were at their lowest since 2012–13. In the social sector, 3,774 homes were completed and 3,937 started; completions were the lowest since 2016–17, but starts were higher than in 2024–25.
Under the Affordable Housing Supply Programme (AHSP) in 2025–26 there were 6,787 approvals, 7,421 starts and 6,832 completions. Year on year, AHSP approvals rose by 42% and starts by 37%, while completions decreased by 8%.
By the end of 2025–26, 35,368 homes had been delivered towards the target of 110,000 affordable homes by 2032 — 77% social rent (27,297), 14% affordable rent (5,089) and 8% affordable home ownership (2,982).
