Changeworks has appointed experienced finance and transformation leader Louise Page as Chief Financial Officer (CFO), reinforcing its executive leadership as it delivers its 2025–30 plan and intensifies efforts to address fuel poverty and decarbonise homes nationwide.

Page brings a broad track record across the third sector, private equity and financial services. She has previously served as CFO at the National Trust for Scotland, Inverleith Private Equity, Aberdein Considine and the John Muir Trust. Her expertise covers strategic financial planning, organisational transformation, governance, change management, risk management and people development. She has also held senior positions at BlackRock and served on the ICAS council.

The move comes amid rising demand for trusted energy advice and retrofit services. With around a third of people in Scotland living in fuel poverty, and energy-inefficient homes responsible for roughly 20% of UK greenhouse gas emissions, Changeworks is broadening its reach through stronger partnerships, increased investment and enhanced organisational capability. The charity has expanded significantly in recent years, recording turnover of £12.2 million in 2025–26, and is well placed to scale its services so more households can live in affordably warm, healthy and sustainable homes.

Josiah Lockhart, Chief Executive of Changeworks, said: "We’re delighted to welcome Louise to Changeworks at such an important time for the sector and wider external landscape. Households and communities continue to face major challenges, from fuel poverty and energy affordability to the scale of investment needed to improve homes and meet net zero ambitions. Louise brings a strong mix of financial leadership, transformation experience and people-centred thinking. Her expertise will be invaluable as we strengthen partnerships and maximise our impact for the people and communities we serve."

Louise said: "Changeworks has a clear mission, a strong reputation and an important role to play in helping households and communities benefit from affordably warmer, healthier and more energy efficient homes. I’m excited to be joining the organisation at this point in its journey and look forward to working with colleagues, partners and stakeholders to support sustainable growth, invest in innovation and help scale Changeworks’ impact."

For nearly 40 years, Changeworks has worked with partners across housing, energy and the public sector to tackle fuel poverty, improve energy efficiency and support the transition to a more sustainable future.
