It is understood the council's environment committee will hear proposals for the £70,000 facility next week. Members will be asked to support the project, and award the tender to build the park to a specialist firm.
Half of the cost would be met through a grant award from sportscotland's Legacy 2014 Active Places Fund.
Councillor Craig Melville, Dundee City Council's Environment Convener, said: "This new skatepark will help build on the facilities we have provided for skaters in other parts of the city and I am glad that local young people are involved in the development of plans for South Road.

"We know that people enjoy using our parks and this is just the first phase of developments planned for South Road. I am sure that local skateboard enthusiasts are looking forward to having a quality facility in their area."
Stewart Harris, Chief Executive of sportscotland, added: "We are delighted that the Active Places Fund from Glasgow 2014 will benefit this wonderful initiative and the city of Dundee. The skate park will be of real benefit to the local community.
