The proposals were put forward as an alternative to when the area's flagship leisure centre – Dumfries DG One – closes for major repairs later this year.
The pool at the centre is to close for 17 months and it was hoped that a temporary replacement could be constructed for the local community in the car park of the town's Ice Bowl facility.

However, according to the BBC, a council committee has now rejected the plans. The local authority has said it is "considering the outcome of the planning application and assessing alternative options".
The Dumfries DG One centre, which cost £17m to build, is expected to close in October this year. The facility will close completely for four months to allow major repair works to get underway, while the pool will remain closed for an additional 13 months.
