Plans for an opencast coal mine development by ATH Resources have been recommended for approval by Dumfries and Galloway Council.
The development at the Rigg site near Kirkconnel would see the extraction of 1.3m tones of coal.
Local residents have allayed fears over the level of dust and noise the site would produce. However the council have attached a string of conditions to address concerns.
The Scottish Government will make the final decision.
A rail extension to other ATH rail sites is also planned.
