If proposals are approved by the Scottish Borders Council around £50m will be spent upgrading a rural golf course near West Linton.
The development at Rutherford Castle Club could create up to 300 jobs.
It will comprise of a new five star hotel and will incorporate retail outlets, a conference centre, leisure facilities and a swimming pool.
In 1999 the golf club was sold to development company Manor Kingdom.
A briefing session is planned for community leaders ahead of a public launch of the proposals. The full planning application for the hotel and surrounding facilities will be submitted with the council and a decision is expected at the end of the year.
Scottish Borders Council's business spokeswoman Councillor Vicky Davidson said: "This is a very exciting announcement and shows that the Scottish Borders is an excellent venue for such world-class developments."
