Leading digital procurement specialist Pagabo has published two contract award notices naming 108 suppliers for its upcoming National Framework for Major Works 2026 and National Framework for Developer-Led Schemes 2026.
Both national frameworks are scheduled to go live on 19 October following the completion of mandatory eight-working-day standstill periods. High-profile contractors appointed to the National Framework for Major Works include Morgan Sindall, Wates, and BAM. Meanwhile, contract awards for the National Framework for Developer-Led Schemes feature organisations such as Avison Young, Savills, Morgan Sindall Consortium, Capital & Centric, and Cityheart.
The Major Works and Developer-Led frameworks hold estimated total values of up to £5bn and up to £26bn respectively. Compliant with the Procurement Act 2023 and Procurement Regulations 2024, both frameworks will operate for a four-year term. They have been brought to market following a 10-year strategic delivery partnership established between YPO and Pagabo. Under the agreement, YPO serves as the centralised procurement authority, while Pagabo acts as the framework manager overseeing design, delivery, and ongoing operations.
This represents the third generation of Pagabo's major works framework, with earlier iterations delivering construction projects worth over £3bn in total value. Designed to connect public sector clients with approved contractors to deliver quality services and value for money, the agreement is accessible to sectors including local government, the NHS and health service providers, blue light services, housing, and education.

Suppliers selected for the second generation of the National Framework for Developer-Led Schemes will assist public sector bodies with services ranging from consultancy and legal support to varied development models. For the first time, legal providers and development consultants have been integrated directly into the framework to provide clients with a complete turnkey procurement solution that delivers continuous support, full compliance, reduced risk, cost savings, enhanced collaboration, and broader project outcomes.

Both national framework agreements cover regions across the North, Midlands, Southwest, and Southeast of England, alongside London, Scotland, Wales, and Northern Ireland.
Appointed suppliers will gain access to Pagabo Group's digital software applications, including the ImpactOS social value platform and the Sypro contract management platform, to assist with managing procurement and project delivery across the full lifecycle.
