GRAHAM Wins All Three Collaborative Partner Lots On £4.3bn Civils Framework

GRAHAM has been appointed to all three Collaborative Partner Lots of Pagabo's £4.3bn National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, making it the only Collaborative Partner covering Scotland, Northern Ireland, England and Wales.

Managed by Pagabo on behalf of public sector buying organisation Yorkshire Purchasing Organisation (YPO), the four-year framework gives public sector bodies across the UK access to specialist contractors for civil engineering, infrastructure and enabling works.

Its scope spans highways, rail, water and environmental projects, maritime infrastructure, energy, aviation, nuclear and defence, demolition, land remediation, groundworks and wider enabling works.

GRAHAM's selection across all regions and sectors recognises the breadth of its civil engineering capability and its track record delivering complex infrastructure nationwide. It builds on the company's success under the first Pagabo Civil and Infrastructure Framework, through which it secured more than £160m of schemes including Central Dock Liverpool Waters, Lincoln Access Road Bridge and Havant Station Footbridge.

The framework consolidates Pagabo's previous civil engineering and infrastructure framework with its demolition and land preparation framework, creating a single procurement route for a wide range of infrastructure and enabling projects.

It is designed to streamline procurement for public sector clients while supporting collaboration, sustainability, quality and broader social value outcomes.
