Moray Council has agreed to act as lead applicant for two additional bids to the Scottish Government’s Regeneration Capital Grant Fund (RCGF) for 2027/28, covering an athletics hub in Elgin and early works linked to the St Giles Centre site.
Councillors approved the submission of Stage 1 applications for the Moray Athletics Hub and for activity associated with the St Giles Shopping Centre area.
The athletics scheme proposes a new six-lane track and field facilities on land beside Moray Sports Centre on Linkwood Road, Elgin. The project is costed at £2.2 million, with £632,313 sought from the RCGF. Match funding of £1 million has been secured through the Elgin Pride in Place Programme, and the Elgin Neighbourhood Board is leading the track project.
For the St Giles Shopping Centre redevelopment, the overall project is estimated at £38.27 million, with £1 million requested from the 2027/28 RCGF round to support initial phases.
These applications sit alongside previously endorsed Stage 1 bids for the Leanchoil Hospital Regeneration Project and the Dufftown Clock Tower. Across all four Moray projects, the ask from the RCGF for 2027/28 totals £4,746,560.
Cllr Amber Dunbar, Depute Leader of Moray Council said: "These applications are an opportunity to secure significant external investment for projects which could support regeneration and improve facilities for communities in Moray.
"Our approval allows proposals to be considered through the next stage of the funding process. It's important to be clear that there is no commitment at this point for the Council to deliver the projects or provide match funding. If either bid progresses, the implications will be considered fully before any further decisions are made."
Submitting Stage 1 bids does not bind the Council to deliver projects, provide match funding or make any direct financial contribution. If either proposal is invited to Stage 2, its financial, legal, property, staffing, risk and governance implications will be assessed through the appropriate Council process before any further application is lodged.
