Work Commences on First Phase of Elgin Housing Project

Construction has officially begun on the first phase of the Bilbohall affordable housing development located in Elgin.

This opening stage of the project will construct 28 affordable homes situated at the end of Edgar Road. The mix of properties will consist of 12 two-bedroom accessible apartments featuring lift access and balconies, alongside 16 one-bedroom cottage flats. The project team has targeted Autumn 2027 for the completion of these initial homes.

The development is a component of the wider Bilbohall Masterplan, which is designated within the Moray Local Development Plan 2020 as a vital area for Elgin's sustainable expansion. Ogilvie Construction is building the properties on behalf of Moray Council, with financial backing provided by the Scottish Government.

In addition to the residential units, phase one involves installing shared infrastructure designed to facilitate subsequent development stages across the wider site. These works encompass roads, pedestrian pathways, drainage systems, and upgrades to the local electrical supply. When the entire Bilbohall masterplan is fully realised, it will feature 215 homes delivered across multiple phases, with the upcoming stage scheduled to include proposals for supported housing tailored for individuals with learning disabilities.

Councillor Amber Dunbar, Chair of Moray Council's Housing and Community Safety Committee said: "Breaking ground at Bilbohall marks a significant milestone in meeting affordable housing needs in Elgin. The new homes will provide high-quality, accessible accommodation for local people while also paving the way for future development across the wider site."

David Mason, Operations Director, Tayside and North of Scotland, Ogilvie Construction added: "We are proud to be working with Moray Council to deliver high quality affordable homes at Bilbohall.
