Plans have been submitted to Perth and Kinross Council for a major new roadside development on the A90 outside Errol, promising significant economic growth and improved amenities for the region.

The project, spearheaded by Horn Developments Ltd—a subsidiary of property firm Ashfield Land—represents a £20 million investment that is expected to create approximately 200 jobs. The 15-acre site is situated near the well-known Horn Milk Bar and is accessible via the Inchmichael Junction.

The proposed mixed-use scheme includes:

- A 60-bed hotel and three new restaurants.

- A petrol filling station (PFS) with an ancillary shop and car wash, to be operated by EG On The Move.

- A dedicated EV charging hub to support the transition to net-zero transport.

- Overnight HGV parking featuring a specialised welfare building for drivers.

- A 2MW solar array intended to provide a self-sustaining power source for the entire development.

This application builds on previous planning consents for the site dating back to 2017. By locating the facilities directly off the Inchmichael Junction, the developers aim to reduce the volume of transient traffic entering the villages of Errol and The Grange.

Steven McGarva from Horn Developments Ltd said: "We are delighted to be bringing forward this planning application, which will provide improved and additional facilities both locally and for those visiting the area.

"The proposed development represents a £20 million investment, delivering an estimated 200 employment opportunities and providing access to a range of roadside services. It builds on a number of historic planning consents already delivered for the site, which has established the principle of developing a café/restaurant and petrol filling station at this location.

"Located directly off Inchmichael Junction, the proposals will significantly reduce the need for vehicles to travel further into Errol or The Grange, a common concern of residents. Proposals for the site will complement what is already on offer in Errol, and by bringing more visitors into the area, will serve to benefit businesses in the village."

The project has already garnered support from the Perthshire Chamber of Commerce. Chief Executive Lucy Weir noted: "This has the potential to be an incredibly exciting development for Perth and Kinross, offering convenient services for local residents and attracting visitors and tourists. Increasing visitor numbers will boost inward investment in Perth and Kinross, which will ensure it remains a vibrant and attractive destination and support other local businesses to grow and thrive."

Neil Findlay of EG On The Move added that the inclusion of a modern forecourt and coffee drive-thru demonstrates the operator's commitment to delivering "best-in-class" facilities while supporting local employment.

The plans also incorporate extensive landscaping and biodiversity enhancements to ensure the development integrates sensitively with the surrounding Perthshire landscape.
